With the aftermath of the Gov Wars, the LEGION came under tremendous pressure from the media. Then the famed July blizzard happened and things got worse for them. A couple of months later all the current active members of LEGION disappeared. Three months after their disappearance, Mr. James Oscar Madison, LEGION liaison, set about reforming the LEGION. He quickly recruited Mentallis to his cause. She became the first new recruit. Her mission was to find new recruits using her abilities, in conjunction with LEGION equipment. The government then sent a message to all the local law enforcement agencies warning them about a potential increase in paranormal activities. The search for new heroes kicked into high gear.

The first person she found was Jesse Messah, aka Scarlet Speaker. He was a college professor at Cuyahoga Community College with magical talents. Dr. Fate contacted Jesse asking him to close a interdimensional portal in the sewers that was leaking chaotic energy into our realm. He gave Jesse a magical tuning fork, to find the portal, and a gem, to close the portal. Jesse eventually found it in the sewers beneath downtown Cleveland, also finding a female sorceress, Black Masque. A battle ensued, which Jesse put a quick halt to. The only angel, Gabriel, appeared out of nowhere, wanting to punish Black Masque as a sinner. His punishment for sin was death. Jesse managed to distract Gabriel long enough to close the portal. The resulting backlash from the closing portal knocked everyone out. Jesse woke up, finding no one else in the sewer. He returned home to find Dr. Fate thanking him. A mysterious female voice came into his head inviting him to join the LEGION.

Richard Turner, aka Daytime, was not actually recruited by Mentallis. He was a college student who was being trained in the use of his abilities by his grandfather, Thomas Turner, formerly known as the hero Black Eagle. The LEGION had been trying to get Black Eagle to join since they went public. He was retired, or so he always told them. .In a strange turn of events, Richard received a wrong number on his answering machine. Richard listened in horror as he heard Gabriel kill two people. Wanting his grandfather's input as to what to do next, Richard called him immediately. His grandfather had something he wanted tell him, so he asked him to come over. The phone then went dead. Richard then changed into Daytime and went to his grandfather's warehouse base. When he arrived he found it in flames. He also found Tower and her Dreadnoughts throwing a bunch of files into the fire they had apparently started. What he did not see was his grandfather. Daytime was holding his ground when Tower took off calling her robots to follow her. He made one last attack, before searching for his grandfather. The fire by now, had engulfed most of the warehouse. He found his grandfather bleeding and beaten in a far away corner of the warehouse. Daytime wasted no time in getting him out of there. Around this time paramedics and fire crews had arrived. His grandfather was very badly hurt, but had been rescued in time. Before his grandfather was put into the ambulance, he gave Daytime the invitation he had just received from the LEGION.

Matthew Smith, aka Volition, was a rookie cop who was severely injured during a drug bust gone bad. He was just coming back from his injury and was assigned desk duty for a couple of weeks, much to his disapproval. During the second week of desk duty, Rhino showed up at the Justice Center looking for the LEGION. He wanted a measure of revenge against them apparently. Matthew, after much searching, found what he thought was a safe place to change into Volition. Volition managed to hold off Rhino and save several people in the process. Rhino left the scene after Volition told him to call 1-555-FRE-EDOM because the LEGION was no more. A few days later, his superiors called him into their office and asked about Volition. He said he knew nothing of Volition. He was caught on security cameras fighting Rhino and then changing back from Volition. Caught on tape he confessed to being Volition. They offered him a chance to be their man in the LEGION, which was being reformed. He readily accepted.
